On most keyboards, it's ON by default. On some, it can be disabled, usually via a rocker switch on the back (like on a Ducky Shine keyboard).

On ALL keyboards, it can be disabled via the registry, the group policy editor, and by 3rd party programs.

Re-enabling it, depends on HOW it was disabled.

What causes you feel it needs to be turned on, meaning, do you think it's off ?
If you select the winkey, does it not bring up Start menu ?

    Go to---Settings>Update and Security>Troubleshoot> Additional troubleshooters>Keyboard>run troubleshooter.
Or try another keyboard if possible.

More detailed information please. Did you disable the Windows Key? If so, how did you disable it? What's the make and model of your keyboard? Some high end keyboards come with there own software. The more info you give the better it is that someone here can help you.
