Is it safe to delete these folders?

There are two (hidden) folders in C.
    $WINDOWS.~BT
    $WinREAgent

The first one contains something that looks like Windows Update.
This specific update (KB 4566781) is not installed because it's for 2004 (I have 1909).

Is it safe to delete them both?

I wouldn't touch anything that has to deal with a windows 10 updates as you might mess up the system.

Yes. I remove those any time I see them. Windows will not let you, if they are in use anyway.

    From HowToGeek

On Windows 10, the $WINDOWS.~BT folder contains your previous Windows installation. These files are used to downgrade to a previous version of Windows, or a previous build of Windows 10.
If you choose to delete the $WINDOWS.~BT folder on Windows 10, you won’t be able to downgrade to the previous build of Windows 10 or previous version of Windows your PC had installed. The option to roll your PC back at Settings > Update & Security > Recovery will vanish. However, Windows 10 automatically deletes these files after ten days anyway.
If you want to delete these files, though, you can. But you shouldn’t just delete them the normal way. Instead, you should use the Disk Cleanup tool included with whatever version of Windows you’re using.

$WINDOWS.~BT (and $Windows.~WS) are created an used by the Media Creation Tool (and probably by the Update Assistant too). When the MCT has completed it deletes almost everything from these folders, leaving just its panther log files. I routinely delete these folders after using the MCT (eg. to download the ISO).

I have only seen $WinREAgent after windows update has successfully updated to 2004. As it only contains an empty folder named Scratch I haven't bothered to delete it.

    taskkill /im TiWorker.exe /f 1>nul 2>nul
    taskkill /im TrustedInstaller.exe /f 1>nul 2>nul
    . . . prior helps!

Even though it is recommended, many people do not have system images to rely upon so unless a person does have recent images I would not recommend the removal of these files.

    Thank you all!
What's important is that now I know what these folders are about.
