This is the problem I had on my main system.

Go to the power options via settings
Make sure the tickbox for "Turn on fast start-up (recommended)" is UNTICKED
Then open up the registry (regedit) and go to
HKEY_USERS\.DEFAULT\Control Panel\Keyboard
Change the value of InitialKeyboardIndicators to 2147483650
I just want to add that you had the right number earlier (ie 2) but you had to add the 2 to the original number (2147483648+2=2147483650 decimal or 80000002 in hex.
And that's it (I hope)

Using the number 2 only in that Registry tweak worked for me IF I had left the NumLock on when I shut down or restarted.
As I wrote in #2 you have just to put the value 2 in this place, and in another also for having numlock on in Windows.

It has worked on every PC I have set up. No need to fiddle around with "Fast Startup", or should I say "I have never needed to change Fast StartUp" to get Numlock on at the login screen.
