Windows 10 not bringing newly opened apps and windows to the front

I've only had this new computer a couple days but I find the way Windows displays newly opened apps and windows very strange. It never puts them on the screen in front of whatever else was being used. I have to close or minimize all other open windows to see them. Is there some setting I need to change to make a new window show on top of what's already open?

It's also weird that I can only keep a window in the forefront as long as I hover over it. It I move the mouse off that window it disappears and I have to bring it up again. I doubt if it's the computer but I've never had Windows work like this on any previous computer. It's Win 10 Home Vers. 10.0.19041 Build 19041 running on a Dell XPS 8940.

    Thanks for any help.

Hi, unusual, odd. You could check you don't have this setting (last) checked:

Turn On or Off Activate Window by Hovering Over with Mouse in Windows

Thanks for the suggestion Dalchina. It's not the same as being able to chose colors but I'm going to try the inverting setting and see how that goes.

See the bottom option in the screenshot as I said. Nothing to do with colours.

I did have that checked dalchina. I've unchecked it to see it makes the windows act normally again. Thanks.

I am running Windows 10 PRO, I have the same problem and I cannot find this option "activate a window by hovering over it with the mouse.

Usually it works fine for me, I click on a link in Windows Mail and Microsoft Edge opens up in front of the mail program. Sometimes, and I don't know why, it opens up behind the mail program and all I see is the little icon on the taskbar that it is open. I am okay with that but some of the seniors I am helping don't notice that little icon on the taskbar so they keep clicking on the link which causes more little icons on the taskbar. They get frustrated and give up.

Please post a screenshot of what you see. The above is from Control Panel, Ease of Access as you can see from the tutorial (link)

OK, I found it by starting with the control panel. Searching for "make the mouse easier to use" does not get you there.

    Thanks,

Checking or unchecking that activate window by hovering over it with the mouse does not change things, clicking on a link using Windows Mail, opens MS Edge in the background. If I use my preferred e-mail program, Outlook 365, when I click on a link, MS Edge always open up in front.
