How do I lower the Taskbar's height?

I used to be able to adjust the height of my Taskbar - but can't figure out how to do it anymore. I'm hovering my cursor at the top of the Taskbar but the double arrow doesn't show anymore.

Right-click an empty space on the taskbar.
Uncheck the box that says "Lock the taskbar".
Now you can change the height.
When set to the desired height, you can lock it again.

That doesn't work here. I tried accessing my Power Shell (administrator) but my system can't find that file. Then tried Command Prompt and used Dism>Restore Health then SFC /scannow. Still can't find Power Shell (administrator). Also, still don't get the double arrows when I attempt to adjust the height of the Taskbar.

Right click the Taskbar and unlock it.

Nisko, I can't tell for sure if the Taskbar is set to bottom or left/right side. I never seen a TB quite like that with all the folders in the middle. Seems like the TB is split, part left, part right.

With it unlocked, do the double-arrows appear either on the left or right?

I have no idea why you are talking about PowerShell.

At least one of your 'Taskbars' is a third-party utility.

Thanks, Denis. I was thinking that, but didn't want to say. Not that 3rd party is bad, but explains what I've never seen before.

Nisko....... an experiment. Disable/kill any third party TB app, and see if you can resize correctly.

That didn't work. I'm still convinced that, because I can't access Power Shell, that something's wrong with my system files. Thanks for the suggestion.

Try an in-place repair. Won't delete anything. Takes 1/2 hr, 45 minutes.
