    C:\Users\<name>\AppData\Roaming\Microsoft\Windows\Start Menu\Programs

This is where the Start Menu items are located. If they've already been uninstalled, and you just need to remove the shortcut... just right click and delete it.

It's called the All Apps list. There are actually two, a personal one per user, and an all users list. These are combined to show as the list of apps in Start. Ghot has pointed you to the personal one (Option One in this tutorial). The All User list is in Option Three.

The Start Menu is composed from shortcuts in two folders (User-specific & Common). THey can be opened by typing the following two commands In the Explorer Address bar:
    Code:
    shell:Programs
    Code:
    shell:Common Programs

The quickest way to remove shortcuts (from startmenu or taskbar) to programs that don't exist anymore is to left-click on the shortcut. Windows will inform you that the program the shortcut points to doesn't exist and asks if the shortcut should be removed.
