Win10 Explorer doesn't refresh for new files or new folders
I have w10 1809 up to date, stock install, and my explorer window does not refresh when I download a file or unzip something.
How do I correct this?

well it gets quite weird
I resetted all views with Reset_Folder_View_Settings_of_All_Folders_to_Default.bat from Reset Folder View Settings to Default in Windows 10
then I open the folder DOcuments and I DL a file in it, but it shown only at the bottom of the window.
In any other folder I tried, the window is refreshed and the file is at the correct place. Those folder are generic or the usual "Downloads" folder, image folder....
I then tried the reg hack of DontUseDesktopChangeRouter at HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\App Paths\EXPLORER.EXE
First off, it did not exist, so i created the key and secondly, it does not correct the issue.
Open the folder that worked correctly.
On the right hand side of the toolbar, click on Options > Change folder and search options.
Click on the View tab.
Click Apply to Folders.
Click OK.
Reboot.
Try the download to the Documents folder again.
I noticed that when the folder ''DOcuments'' is openned through the ''Library'', the view is refreshed. So again I resetted all views, then in the left pane of the window, I selected '' display all folders'' and now the window is refreshed all the time.
Can you guys check on your install is you have the bug ? also state what windows you use.
If i selected ''display libraries'', then the issue is not corrected. Only ''display all folders'' works.
I tried this but the file is still put at the bottom of the list of files.
I also tried to disconnect all netowrk cards, and delete all files and folders in
%AppData%\Microsoft\windows\recent\
it fails too
Windows has problems refreshing File explorer folders and/or the Desktop whenever it wants to leaving you no choice but to refresh manually [F5 or right-click, Refresh].
The problem has existed since before WinXP and MS have never shown any interest in addressing it.
Personally, I reduce the frequency of the problem by rebooting daily.
You will not solve the problem so don't waste any time trying.

I formatted this morning and the explorer does not refresh for the folder ''Documents'', just like last time. The folder does refresh when viewed through the library.
Yeah I know. i still sticked to my approach with the ''left pane'', because when I view the folder thru the library, the refresh is OKAY.
last time I said I enabled ''display all folders'', but actually I also need to enable ''develop to the active folder'' (the third and last options when I right click inside the left pane of a window).
At this point, i get the window to refresh. however i hate the feature 'develop to the active folder'' so I uncheck it and even the ''display all folders'' & the refresh is still happening, even after a reboot.
So if I advise to test this solution
I f I have time I will format again and test on a completely fresh 1809.
When I see the issue it usually is because the new files have gone to the bottom of the list but end up listed correctly next time I use File Explorer. It also occurred in the older Windows Explorer. If I need it listed correctly I just click the heading of the Name column, wait a whole 2 seconds then click it again, always comes up correct/relisted, should work with the other column headings.
The Libraries and Quick Access items are merely shortcuts to the folders seen in the Users folder and opening something in either does get a freshened list.
Then there's the other side of the 'issue' in the frequent Indexing slowing things up causing postings of complaints about it.
