New default Windows "sound" since 2004 upgrade - Device Connect

When I am away from the computer for an extended time, I leave the computer like this...

    DELL monitor OFF
    Firefox browser open but minimized
    "Persistent Windows" (program) running
    No sleep or hibernate, except...
....Turn off HDD after 120 minutes
    ....USB Selective suspend (enabled)

So, about 7:30pm EST, I took old man nap. Woke up about 10:15pm. Turned monitor ON, and got...
    Windows "Device Connect" sound.

It takes the monitor about 2-3 seconds to "get" an image, so if there is any visual indication related to the Devie Connect sound, I can see it.
This only started since Win 10 2004 upgrade. ONLY happens in scenario described above.

No USB flash or external HDD hooked to computer.

    ONLY things hooked to comp...

    1. Klipsch Pro Media speakers
    2. HDMI from vid card to TV (off)
    3. DP from vid card to DELL monitor
    4. Ethernet cable (modem to comp)
    5. USB keyboard and mouse (neither have 3rd party drivers)

The Connect and Disconnect sounds seem to be the same on my Version 1909 and Version 2004 computers.

I would imagine they are. The difference here is, that I didn't HEAR this sound on 1909, when turning on the monitor after an hour or two or three had passed.

For testing purposes, I have set Turn off HDD after (1000) minutes. I have also disabled USB selective suspend.
These are the only two things I can see in my Power Plan that MIGHT be involved.

    New info...

OK, I tun monitor OFF, wait 3-4 seconds and turn it back ON. I get Device Disconnect, then Device Connect, one right after the other, AND the browser window (not full screen) shrinks about 40%.

I can do this repeatedly. Each time the browser windows shrinks another 40%.
And this is while "Persistent Windows" is running.

With Persistent Windows OFF, the same thing happens, but the browser only shrinks... ONE time.

    Newest Info...

Just installed the latest Nvidia driver. The Device Disconnect and Device Connect sounds, that accompanied my turning the monitor ON, have gone away.

Thus, I assume the upgrade from 1909 to 2004, somehow, very gently, corrupted the vid card driver 445.87.
So this can be considered resolved.
