"The parameter is incorrect" error messag even after in-place upgrade.

I've read many similar posts on various, and tried just about everything I could find in them. Yet still, every time I try to run an app in the "WindowsApps" folder, I get this error message. I can, however, manually go into the folder and tun the executables directly.

Rough list of what I've tried:
    • Various disk check utilities (sfc, DSIM, etc.)
    • Taking ownership of the WindowsApps folder
    • Reinstalling Windows via an in-place upgrade
    • Re-registering all store apps

I don't know what else to try at this point. Any help would be much appreciated.

Hi, could you show (screenshot) how you are trying to launch such an app, also the exact error message?
    Screenshot thus:

Clearly you have made permissions changes in order to access C:\Program Files\Windowsapps.

History: (so often omitted by posters):
    - how long has this been happening?
    - what might have led up to this?
    - when were you able to last launch an app normally e.g. from the start menu?

Full Windows build number: the forum prompted you to provide this so we don't have to keep asking. Thanks.

Try creating a new user for test purposes. Log in as that user. Does the same thing happen? (This is significant as you say you have tried an in-place upgrade repair).

This is the error message I got from trying to launch Intel Graphics Control Panel via the start menu. My current version is 2004 (19041.388). I've already tried making another local admin account - sorry I forgot to mention that. As for history, I've actually had this problem for quite a while - several months at least - and don't remember any critical information preceding my issues. Previously, I would instead get the error message "Windows cannot access the specified device, path, or file. You may not have the appropriate permissions to access the item." (sorry for no screenshot) whenever trying to run one of those apps, but it has changed to the current message when I took permissions to the folder. This only affects Windows Store apps, as far as I can tell. I can launch any other app via the taskbar, desktop, etc. as normal. I can create a shortcut directly to a Windows Store app and launch it that way. The issue seems to be when Windows itself is trying to launch one of these apps.

Thanks again for any help provided!

Had you considered a reset save files, custom install, or windows refresh to clean up any underlying operating system and registry problems?

Yes I have, but it's obviously an option I'd rather avoid.

If you are only having an issue with the Intel Graphics Control Panel, I would suggest following Intel's troubleshooting steps -

Intel(R) Graphics Control Panel Fails to Launch after Installing it...

If this is a Store app, and you're having issues with other Store apps as well, you can re-install all Store apps using this PowerShell command -

    Get-AppxPackage -AllUsers| Foreach {Add-AppxPackage -DisableDevelopmentMode -Register “$($_.InstallLocation)\AppXManifest.xml”}

The issue affects all Windows Store apps (not just Intel Graphics Control Panel), and I've already tried that exact command. It didn't work.

See if there is anything out of the ordinary for entries on these tabs:

    Post images:

    a) WindowsApps properties > Security tab
    b) Advanced Security Settings for WindowsApps > Permissions tab
    c) Advanced Security Settings for WindowsApps > Permissions tab > Change owner
    d) Click continue to attempt the operation with administrative permissions

    Suggest possible permissions issue.

Try Tweaking.com's free repair tool (Google), observing all the cautious preparatory steps.

Select only repairs related to permissions.

Using windowsapps folder will almost certainly break Store apps and cause problems. It is hidden and accessed by selecting Enable in File Explorer. You might fix it by the following method,I accept NO responsibility whatsoever.
program files>windowsapps--right click Properties>security>advanced>Change>select administrator group as new owner>click O.K.>tick checkbox--replace owner on subcontainers and objects>click Apply.
A better solution---image using Macrium, clean install then restore programmes as needed.
