Windows 10 not completely changing language

I download the English language pack on Settings > Time & Language > Language and set it as a preferred. I also changed the Windows display language. On administrative language settings, I copied all the settings to Welcome screen and system accounts and New user accounts, and restarted my PC. Still, some stuff like the Start Menu are still in the original language which is Brazilian Portuguese. And even the "Welcome" message after logging in is still in the original language.
Is there anything I can do without having to do a clean install with the English language?

Click on the search box next to start and enter Language Settings and click on Language Settings
It should open so you can choose and set the language display

If you want everything in English, you have to do so. When I was using a Chinese version of Windows 10 whose display language was English, some stuff, e.g. system logs, was still in Chinese. Therefore, I ended up installing an English version of Windows 10.

It's fine if some things are still in the original language, like the Notepad's name while writing on it (Documento de Texto).
The problem is that a few days ago almost everything on my system was in English after I changed the language. I don't know what happened, but now not even the Start menu is in English anymore.

Can you restore Windows to that point?

Try going start - Control panel - clock and region - Click on REGION
On match windows display language - Try selecting language

I wish I knew what caused the problem. Probably some update on Windows Update.

Yup. A update is what caused the problem with the language.

Installing an English version of Windows 10. As Mathew suggested may resolve your issue
