In this case I doubt it would help, just so you're clear an in-place upgrade repair install does not fix problems specific to a user profile.

Well, it seems to be working now! Thanks!
Now's the time to start creating a new disk imaging set of all partitions comprising Windows. E.g. Macrium reflect (free- paid) + large enough external storage for image files. With the free version, create a base image and set up a backup job as prompted, thus making subsequent differential (smaller, faster) images easy.
Then if something goes badly wrong- unbootable, ransomware, failed disk... you can recover.
