This is expected if you are using O&O ShutUp10 or similar tool. Otherwise, it is a problem.

    Welcome to tenforums.

some settings may be hidden or managed by your organisation
There have been many posts referring to this- once again, it means that either:
    - you have created a group policy one way or another, whether via the group policy editor, or by making equivalent registry changes
    - or some program has made these changes.

History: (so often omitted by posters):
    - how long has this been so?
    - can you think of any cause- for example, have you used any means to limit 'telemetry' for fear of privacy issues?

If you have used such a privacy tool, they have a reset option which you might try.

Do you have Home, Pro or something else?

    If you have Pro- see
See Applied Group Policies in Windows 10
    and

There are some other threads on the subject that might also help you.

Forward planning, perhaps- anticipation of a future problem?
