Despite the size disparity, none of those sizes are 19.4GB apart.

Twice Windows Update tried to give me the v2004 Feature Update (which failed twice), but during the process it had created two $xxxxxxx files on C:. I was wondering if that may be the mystery file(s).
Since the Feature Update failed, it emptied those $xxxxxxxx files, but if it succeeds, I'm wondering...
Check to see if there is a windows.old file. This can be found at C:\. If it is there, how big is it?
Do you have a disk search tool other than built-in Windows? Something like Everything, that can search the Master File Table and sort by size.
I suspect it wouldn't be found even then because it's just bad reporting or unexplained space, so would not have an MFT entry.

I would run chkdsk c: /f, from an admin command prompt and allowing a restart check and see if that shows or changes anything.
Did you contact the developers of that app and ask if they've seen this before?
