Desktop Icons rearranging

I have a user who is using dual monitors and their desktop icons always revert back to the main monitor on restart. I logged in and moved icons around and restarted and everything was where i moved it. So this appears to be user specific. I am assuming their is something that is corrupt in the registry that is causing this. Does anybody know where to look at in the registry? Tanks for the help.

Right click on the main desktop. In the resulting menu, hover on View. Make sure "Auto arrange icons" is not checked.

I have done that before posting and that didn't change anything.
