[18363.900] Severe to mild visual artifacts after unlocking PC

Hello! I made an account today because something quite baffling has been occurring lately to my laptop PC. It seems, every time I lock my PC and the screen goes to sleep, once I wake the screen again, the lock-screen wallpaper become entirely pink, or partially pink and distorted. When this occurs, my username which should be in the default white font, is then green. However, the textbox, and user picture are both correct and not distorted. This seems to carry over as well, after unlocking the PC. Many programs, including Windows Explorer becomes slightly distorted afterwards


This doesn't seem to be an issue with the Graphics Card itself as I have been able to run numerous games, without any issues or visual artifacts. I have also run hardware test that further prove the hardware is in good working order.

To reproduce: I lock the PC, the screen turns off on it's own after a few moments, then I press the ENTER key (it can be either right away, or much later in the day), to open the PIN entering dialogue, TA-DA it's broken. Even while creating this post, I reproduced this and it lead to Google Chrome being distorted afterwards.

What have I done already to try and fix this: Uninstalled my Display Driver (with DDU) and reinstalled, both normally and in safe-mode; ran a virus/malware scan, came back clean; ran the command "sfc /scannow" and "DISM /RestoreHealth" then reboot, both reported no issues were found; updated different System Device drivers within the Device Manager, no improvement.

Technical Information: Windows 10 version 1909 (build 18363.900); nVIDIA RTX 2080 8GB GPU (working fine, verified), driver version: 451.48.

Did your video card/chip driver get updated recently? Open Device Mamager, expand Display Adapter.
Double click on your video card/device. Click on the Driver tab and see what date it shows.
If it has been updated, if the Roll Back Drive button is enabled you can use that to go back to the previous driver.
See if that makes a difference.

If it does then you need to turn off Microsoft Automatic Drive Update.

Unfortunately that did not clear up the issue. I also tried uninstalling my Display Adapter, then installing an older version of the driver. The issue still persists. This issue began after the June 2020 Cumulative update, however, it seems that uninstalling that update doesn't improve the issue either. During that update, it installed a new Display Adapted device, "Intel UHD Graphics 630", yet that device cannot be used on my machine as the manufacturer has hard disabled it. I uninstall that driver, but it will only repeated reinstall itself again after each reboot. I can disable it, and that's about it. I don't think the distortion is linked to that though as there's no resource conflicts, and the UHD 630 device, isn't even hardware enabled (the hardware is inside the CPU, but it's no physically connected on the inside).

Go to the vendor website and download the drivers.

In Device Manager, right-click on the device and select Properties

Click on the Driver tab and select Update Driver

Click Browse my computer for driver software

Click Let me pick from an available list of drivers on my computer

Click Have Disk and then Browse to the path where you saved the vendor drivers.

Upon doing this for my nVIDIA Drivers, the issue had not been resolved. I did the same thing for my Intel(R) UHD Graphics 630 device, and the issue has cleared up slightly, the intensity of the distortions aren't as severe as they were before. However, I still cannot permanently uninstall this device's drivers from my PC. Upon each reboot, the driver seem to reinstall themselves time and time again.
