Very good question. Not sure what the rules are around virtualization. You would think Host maintains the role of boss.
Might be worth documenting to Microsoft in Feedback Hub, could be you've come across a gap.
As a workaround, I've discovered that within VirtualBox it is possible to block access to specific USB devices. Once I blocked access to the webcam, which I don't need to use within VirtualBox anyway, the entries listed in my OP don't show up when I runpowercfg /requests
after launching a VirtualBox virtual machine, and the computer sleeps as expected.
I did a little bit more searching and some people are claiming that "Legacy Kernel Caller" cannot be overridden bypowercfg /requestsoverride
