Fact: Windows OFTEN changes the boot order, in both BIOS and UEFI computers. It does so both as part of its automated "repair" functions and even "prophylactically", as part of its "keeping your computer safe" meme.
1. Rather than my detailing the various ways it does this and the triggers that cause it to happen, a simple Google search for "windows changed my boot order" will give you a wealth of information about what causes this to happen, why it happens, and how to prevent it from happening in the future.
2. More sophisticated readers/users will not be surprised to learn that Microsoft's notion of "repair" includes "fixing the error that a user might have in wanting to boot an OS that is not Windows", and that "prophylactically" means "preventing a user to enable such an error to occur in the future."
Keeping microsoft from "helping keep the computer free" of non Microsoft OSes is not quite trivial, but it is possible. Here too, a web search will help you.
