I had the same problem, I begged DropBox for help, offering to pay a ransom for the return of control to my desktop.

That Batch file worked perfectly!! I was able to delete the "DropBox" folders that kept reappearing also.
I restarted my computer several times... All seems back to normal, no DropBox...
