I just performed a forced Win 10 update from a 1909 build to the latest 2004 build. I now no longer have access to my programs list via either the Start sequence or the Windows key! Can anyone suggest a fix? For me it’s serious detriment.

First thing I would do is restore the backup image you created before forcing the upgrade to 2004.
I would except that it would put me right back in the situation that prompted me to do the upgrade in the first place! I've a mystery communications glitch which prevents my use of Logmein services. The suggestion was to be sure I was running the latest Win 10.

Well, firstly, I can't imagine a website or service that would REQUIRE you to be on version 2004 of Windows 10 in order to use it. That would just be totally insane.
Second, I was going to suggest that you go back to your previous version of Windows 10 that was working. Create a separate local administrator user account on that computer. Any programs that were installed using an option of installing for all users should be available from the new local user account. Once you get that established, then upgrade to version 2004. If the new local administrator user account you created retains all the programs as it should, and your original user account does not, then you know the problem is somewhere in the original user account and not with Windows itself.
The reasoning behind the 2004 upgrade was that the technicians, who spent several hours last week connected to my systems trying to determine where the problems lies, are now down to a scattergun approach, where everything any anything might make a difference. THAT problem is causing me headaches. The missing “Start” and Windows keys anomaly is, while an annoyance, just a puzzle to be solved.
As turns out, the problem doesn’t exist on my other system logon id (thanks for the suggestion). It was a simple expedient of logging out of one system and logging back in again as a different user. The START works fine. The Windows key works fine. Sadly the Logmein connection continues to fail.
Knowing that, have you another suggestion for me to try, other than rebuilding that entire User ID?

Problems with specific user accounts such as yours are not my area of expertise, sadly. I just know how to track it down to a user account vs. windows problem.
