win10 download problems

    win10 download problems


    hi guys , any help offered will certainly be appreciated .in my win 10 desktop i virtually cannot download / open / install any new program / file etc .

    in the attachment you will see the file i want to open etc is there ok , paypal-shopping-cart php , when i click it to open it i get the page in the second image .
    it is in internet explorer , i do not think i have internet explorer in this PC ? if i click save or open etc etc file only repeats itself .

    can anyone suggest a solution ? thanks donar

    Are you using Edge have you tried another browser? If it php you need something to run it if you try and run or open with a web page editior

    no i do not use edge , i have tried , brave , opera , iron and opera browsers same result , i think it has something to do with safe search or just internet explorer , why is it suddenly the default for my downloads ? thank you for your time , donar

    When you say ANY program, do you mean ANY program or just SOME programs?

    Have you tried the basics,---sfc /scannow---dism---checked Reliability History---Windows Troubleshoot---.use Edge not IE---

    To check if the problem is caused by any third-party software or driver conflicts you could try . . .

    Perform a Clean Boot in Windows 10 to Troubleshoot Software Conflicts.

    If the above resolves the problem then you need to investigate to find out which software or driver is causing the problem.
