Yes but how would one know when 2004 is less buggy and more stable like previous versions like 1909 etc

Look for reports after the first major update. E.g. the relevant thread for that update in the News section.

If I skip 2004 & just upgrade to what ever the name of the version after 2004 is
Will the message in Windows update telling me to upgrade to 2004 change to whatever the next version is

    How does that work?

From 1909 onwards even Home users don't have to receive a feature upgrade unless they choose to, until the end of service life of their build.

Who knows what MS WILL do... my crystal ball is currently down for scheduled maintenance,

Past builds warned users end of service life was approaching. Expect to get that for your current build.

If I'm understanding your question correctly, the answer is if you skip a major Feature Update until the next one comes out, you will NOT be forced to update the intervening update before the current one.

Instead it will just prompt you for whatever the current Version is unless there's some kind of hardware hold on your particular machine for that latest Feature Update.

So for instance if you're on 1909 now, and skip 2004, then in six months when 2010 comes out, you'll be prompted to update to 2010 not 2004. That is my understanding anyway.
