Problem with Program Files folder localization

Hi, today I noticed that my Program Files is not in my native language anymore. The x86 one is fine. The desktop.ini of the folder looks fine:

I tried changing Windows to french and english and then back to my native language (spanish) but the folder remains in english.

I ran sfc /scannow and it found no issues.

Any other ideas to try? Thanks in advance.

Sorry but I think that is what I did. I changed DISPLAY language to english, french and italian with no luck.

I personally cannot agree with it, as explained above.

My PC is not synced, not that I'm aware of, and I guess the sync would be with a machine also in my language.

To be honest I don't remember how did I fix that, but I can assure you it wasn't by removing any of those apps.

I, of course, also acknowledge your absolute right to your opinion, but I still think it has little to nothing to do with apps, or at least the combination of them. As I said on that post (that I didn't even remember hehe), I've never had a problem with that combination. Today I checked with my father, that also has ESET + MalwareBytes + TuneUp (NOT an AV) with the same versions and he doesn't have that problem. Funny thing is that, in another laptop of mine with no ESET but MalwareBytes (old version) and AVG (same version) the problem exists. So, given that the last update of TuneUp has proven bugs (unrelated to mine, or at least that's what it seems), I will try to completely uninstall it and check.

In any case, I still think it has nothing to do with combinations. Of course the problem may come from some app.

In the meantime, I would like to know more of the "translating" process. Does it involve anything else more than the ini file? Maybe a registry key? A specific permission? This way I may be able to find the culprit, how knows.

Do you have a working backup of your system?

Perhaps you can strip the .INI file off a previous working backup and copy it over.
Just rename the current INI file to desktopini.bak, for example.

I'll try but, since the content is the same, where do you think the difference would be?

I have another problem with the laptop I mentioned before, once I solve that I will remove TuneUp from there. I DON'T have eigher ESET or IOBit there so, if the problem persists, will take it from there.

I had to do an inplace upgrade on the laptop, so it is no longer a testing option. What do you suggent? Uninstalling AVG? MalwareBytes? Both?

I don't understand why though, as if I'm not wrong, that only means to give read permissions to the folder, right?

An attribute that it should have right? I'm having trouble understanding how NOT having "read only" attrib can break the localization...
