and in regard to the AV programs

6. IF you still have MORE than one active AV then with the possible exception of malwarebytes and Defender, used together, you will encounter all manner of problems, including a lessening of active protection, as generally speaking, two active AV programs tend to fight against each other.

MORE to the point it is quite possible that one of these AV programs is now actually preventing the language change.
8. Finally I do appreciate that you said on that earlier thread
