Boot hangs with usb HDD connected

I have a toshiba 3Tb usb hdd for backup.

Like the title says the boot hangs if it's attached.

I just changed machine and reinstalled windows, and it still happens. It hangs just after the blue Windows appear.

    It is marked INactive.
The boot order in the bios is SSD first (usb 2nd)
I can't see any sign of any system on the drive and I can't think I ever installed one

(older forumites might remember I posted the same query on sevenforums which never got resolved. This is a replacement PC of the same general type (dell T3400), but but with win 10 v1909 installed (somewhat to my regret esp WTF have they done with local networking but that's not why I'm here)
    Any ideas please

Can you post a pic of the disk management of this drive?
Is the external mbr or gpt partitioned?
Have you relocated any programs or folders to this drive?
Have you tried the drive in any other ports?

    such as

    Attachment 282101

Why are you showing so many removable drives with no media?
Are you running off a Usb Hub?

try changing the drive letter to E and rebooting , this may get rid of the no media drives

The pc comes with a "hub" built in on the front panel ( USB, SD, CF cards).

The disk in question is however attached to one of the USBs on the back.

Different PC & different OS & problem persists... just a guess: the problem can be caused by faulty usb/sata external enclosure. Test reboot with ozher external disk/enclosure attached.

Thanks , that was next up on suggestions.
The fact that it is showing after the no media in the drive letter list
    suggested it may be faulty.
Check disk might show the interface failure, then maybe not.

I was looking up the specs on your computer and drive

From what I could see this a internal drive 3g sata drive so you have it in a external enclosure
plugged into usb 2.0 port . the enclosure's powersupply may not be working correctly.
best thing I can think of is to get as new enclosure for it. On the other hand
you might consider making it internal . According to your specs it should handle up to 4
    drives

    Serial Attached SCSI (SAS)
The Dell Precision T3400 supports up to four hard drives in the tower orientation and up to three hard drives in the desktop orientation for potential capacities of 4TB* and 3.5TB* respectively. With RAID 0, 1, 5 and 10 options, you can configure your storage to meet your needs, whether it's for storing huge files, backing them up, or helping to improve performance with data-striping.
    • SATA 3.0Gb/s 7200RPM with 16MB DataBurst CacheTM up to 750GB*
    • SATA 3.0Gb/s 7200RPM with 8MB DataBurst CacheTM up to 250GB*
    • SATA 3.0Gb/s 10K RPM with 16MB DataBurst CacheTM up to 160GB*
    • SAS 15K RPM up to 300GB* (requires controller card)
