The only other thing I can think of is to move all personally created image and video files off the drive to an external drive then disconnect any/ all external drives and reboot to test.

Yes looks like that, i can’t seem to replicate the issue when i “details” view mode rather than thumbnails. The green bar doesnt even show up, probably because theres nothing really to load under detail view.

If i move all the personal files off though, i can’t replicate the issue with system files. Ive tried replicating the issue with system files in C drive with thumbnails but doesnt work. Can’t get the green bar running in system files.

Check that all folders and subfolders are general items template and that includes all libraries and connected drives.

Go to root of every drive and check each and every top level folder that's listed and make sure they are all set like this to include subfolders.

If you have mixed content folders containing several file types in particular image, video and maybe documents try disabling Automatic Folder Type Discovery:

Change Folder Template in Windows 10

Use:
All_Folders_Use_General_Items_Folder_Template.bat

Then make all Libraries general template:

Thumbnail Database Cleaner - IT Samples

Run ProcessHacker as admin via right click menu:

Kill Explorer via process hacker right click menu.
Clean thumbnails via the other program.
Restart computer via Hacker drop down menu.

You can see if it works fine in details view with no thumbnails. If it works and then you re-enable thumbnail view in explorer and find that it no longer works and you get the green bar disable onedrive on boot just in case that's the issue.

It sounds to me like you have not actually got any personal image or video files (unless they're on a connected drive including onedrive)

Testing now. I have a copy of pictures in a folder in my hdd as well as the ssd (which is what windows is installed on) and i use that picture folder to test
