New Win10 Install - hangs on blue Windows logo at startup

I reinstalled Windows10 from scratch yesterday (this is the 5th time this year).

It installed fine. But on a cold startup it will get stuck at the black screen with the Blue Windows logo and no spinner. This happens about 50% of the time. If I reset the computer sometimes I am lucky and it will go to that same screen but have a spinner and then I know it will boot into Windows properly.

I've run scandisk on both drives, memory check, etc. Not sure what to do now, this is my last attempt with Windows 10. Win7 worked fine for 8 years on the first install.

Hi, suggest you actually check your disk - quite different from what you've done.

You'd need a live boot disk- E.g. a Linux one with a disk check program or a Windows disk such as these:
    Bob.Omb's Modified Win10PEx64 - Best Rescue Disk 2018
    Toolkit Item: Kyhi’s Rescue Disk – Win10.Guru

which include HD Tune (use Health and error scan tabs)
(You may need help to create the bootable disk e.g. see relevant sections from the tutorial here on creating a bootable disk to install Win 10, but use the iso for the live boot disk)

    or
remove the disk, connect it to another PC and run a disk check program (SMART params, surface scan).

I've had Win10 installed for several years- no clean installs- sorry you've been unlucky.
