    Weird white outline bug?


    Hello, I'm having this issue where everything on windows 10 is being highlighted with a white outline, and it's spamming over and over again. I have restarted my pc 2 times and the problem persist. I can't even type in start menu to open my programs.

    Windows version: Version 1903 (OS Build 18362.836)

    Hi, please confirm you have been previously running 1903 with no problems.

    History:
    - when did this start?
    - if you look at your Update History (and drivers at the bottom) does any update date relate to when this started?
    - have you installed a new program that might be responsible?
    - have you uninstalled a new program that might relate to this?
    - has any other odd event occurred from a power outage to the cat walking over the keyboard?

    If this started to happen recently, have you tried using a restore point (System restore)?

    If you create a new user for test purposes and log in as that user, do you see the same thing?

    Routine checks:
    From an admin command prompt please run
    chkdsk c: /scan
    If ok, then
    From an admin command prompt please run
    SFC /SCANNOW

    and post the brief summary result

    Do you use disk imaging routinely and regularly so you can recover from many problems quickly without technical help as is so, so often recommended here? (Macrium Reflect - free- + large enough external storage for image files).

    I can't even sign into the new user, everytime I click, the white outline goes back to its original placement before it starts to spam as if it's preventing me from clicking anything on the start menu. I remember I had this issue happen before a few months ago, but do I remember the exact win ver? Nope. I haven't installed any new programs recently, no power outages, nothing like that. Should I unplug my pcs power for 30 secs, do you think that will work?

    Can you boot to Safe Mode?

    E.g. at the login screen, click the power button bottom right, then SHIFT + left click Restart and work through the prompts.
