    What underlying problem does the computer have that you are attempting to boot into safe mode with networking?

    Indicate whether you can or cannot boot into:
    a) Windows
    b) Windows RE > safe mode
    c) Windows RE > safe mode with command prompt

    When in safe mode the wireless driver does not load.
    See if you can connect using Ethernet.

    To change from safe mode > normal boot:
    Open administrative command prompt > type > bcdedit /deletevalue {current} safeboot >
    type > shutdown /r /t 00

    If you want to boot into safe mode with networking using command line:
    Open administrative command prompt > type > bcdedit /set {current} safeboot network >
    type > shutdown /r /t 00
