It still remembers the size it had the last time its size was manually adjusted [as opposed to sizing by using WinKey-LeftArrow etc].
I don't recall it ever being any different.

On a File explorer window basis.

- It does not care which folders it was showing at the time.

I remember it was on a folder by folder basis.
Not moving from one folder to another on one window in Explorer, but opening folders from taskbar.
Or shortcuts, anything that takes you directly to a folder.

Spent a lot of time with 1607 before moving to 1903 (less than a year).
Perhaps you are correct .. had the idea of the Movies folder being larger to show the large icons vs everything else showing list or small icons.

If you have multiple windows open, the size & position of the last one closed will determine the size & position of the window when you launch Explorer again.
Icon mode, sort/grouping, column selection, and column width should all be saved on a per-folder basis. Sometimes the maximum number of saved views (5000) is met and Windows will delete one saved view every time it has to save another. To see how many saved views are indexed in your registry, open a PowerShell window, then copy & paste the following command:
