Clock is exactly an hour ahead with correct time zone and automatic

My clock says 9:54 when it really is 8:54

I checked the clock settings and the correct time zone (Eastern (US)) is set and the clock is set on "automatic" yet the clock is exactly an hour ahead on my Windows 10 Dell Optiplex 790

Does anybody know what the problem could be?

I find that Windows 10 can get confused - particularly when the (UK) daylight saving time changes occur.

For me I can generally un-confuse it by going to settings/Time and Language/Date and Time & turning off "Set the time automatically" for a few seconds before turning it back on.

I see you're in the eastern US time zone. Me too.
I see that you posted this at 8:54 AM according to the forum thread.

So ... when you said your local time was 9:54 ... were you time traveling into the future?
I doubt it ... so I'm thinking that the computer was right when it said 8:54.

EST or EDT for your time zone. Check in Settings to see if set to automatically adjust.
