I am sorry, I did not see your computer specs in the thread.
A Windows 7 Product key should activate Windows 10. If Windows is not activated when you finish the install, then take a picture of the product key and type it in. It should go. Some OEM keys may not work, then you will have to purchase a key.
i tried to enter that key the last time and it did not like it. anyway, it came up to the enter my password, and now it doing some more updates. i can't get the key now as i will have to remove the power and ethernet and it told me to not disrupt the power or the internet. yes, it has a good working battery so the power may not bother it but the internet may.

it just came up and the build is 1909 18363.836 the windows enterprise operating system and its interface are protected bla bla bla.

product key came up as 00328-90000-00000 aaoem a digital key. so now i will see if it runs any better. the last time i may have got a corrupted file and that messed it up.

so now i have all the programs. and the last time i did this i did not get back any programs. and my pictures will not load yet so all this work and it is still the same. so I'm off the get another hard drive and deal with installing it. at that time i may come back for some help on that. but i will start a new thread. so this did no good at all. i click on a picture and the window for the picture open and close up. i see the pictures as icons and that is all.

so you may be correct in the statement about this drive being bad. i will try to run the utility form the bios again for a deep test. that will take 6 hours or more so i will run that tonight before i go to bed and let it run.

i was surprised to see all my programs still on the desktop. the last time i ran that media creation tool 909 when it was done i had a blank desktop. so now i can get the key as it has finished and maybe for the heck of it i will start the bios and see if i can run it again form the bios and see what happens.

so i took the battery out and it does not have tha key. my mistake. the key i have is on a cd from another pc that cd is windows 7 and it has a key. i tried to install that on this pc and it did not take. and the key came up bad and that key is on the cd cover and the cd itself. that cd is for a dell pc. the sticker say windows 7 pro oa then the key is under that. but the hp did not like that install.

ok, i went into the bios and turned of all the boot options but for the usb boot. and then restarted the pc. this time it came up and asked me a bunch of questions. and i picked rest the pc. i tried that from the program yesterday and it did not work. now it is at 50% i may get lucky. if i starts with a blank desktop then i can figure it deleted and formatted the drive to a fresh point. i will let you know as soon as it finishes. thanks

The Product key on the Disc you have is an OEM Key for a Dell Computer and not an HP, so that won't work. It will only work on that same Dell Computer. If you can find your HP OEM key for Windows 7, either on the bottom of the laptop or in your documentation, it would accept it.
It doesn't sound like you did a Clean Install as discussed early on. That is why you got Enterprise version and your previously installed programs. To do a Clean Install, you have to Delete ALL Partitions in the Windows Setup and let Windows create them during the install. It will ask for a Product key, but you can skip that.

yes, i know that. i have no partitions on this drive. at this time for the first time ever it is doing a reset. 50% done now. let's see if that goes thru? i tried to run that from the windows reset section and it ran but then came up and said it could not finish. so maybe this time as it never started windows this time. thanks

You could have avoided this if you followed the instructions for a Clean Install and Deleted the Partitions Before you started to install. You would confirm there were no partitions in the Where to Install Windows section in the beginning of the Clean install

i said i have only one 500 gb partition on a 500 gb drive. i did not have to do that. and i tried that before and it came back and told me it would not work. i tried that a number of times. i did the clean restore the exe file form Microsoft and the restore file for Microsoft. i had Microsoft people helping me also.

no the restore went away and it tells me it is installing windows now it is at 0% so let's see how this works. but the hard drive is flashing so it is writing something. thanks

ok spunk. the reset happened and i lost all the programs as i figured. i still have my pictures and docs. and believe it or not this go around i kept the downloads. so now i see my pictures again. but they do take a bit to load after i click on them. for now, that is fine.

i still have enterprise and the same digital key. i lost Norton av. but i still have defender. however, the jury is out on that.

i will open a new thread for what others are using for there anti-virus programs. i have CCleaner running and i have Bitdefender but not installed just yet.

just keeping you in the loop on this as you have been helping. i still have 1 partition and 343 free out of 500gb. outside of losing the programs that i do have backed up it looks like i got it all back. now to see who it runs. thanks for the help

This is not a Clean Install, as discussed, you have never done a Clean Install after many messages about doing so. Again, a Clean Install only happens when you boot off the installer and Delete ALL Partitions on the drive so that it is all Unallocated Space. I know you have not done this. That's why you still have programs and the Enterprise version. If you got it to work, and your happy, then good for you, but it is not what me and everyone else that contributed discussed.
Anyways, again. You don't need ANY Anti-Virus software installed. Windows Security (Defender) does the best job, it is part of Windows and it is FREE.

thanks spunk but like i have told you before i tried following all those suggestions and they did not work. so this is what i got and this is what i will keep.

also, defender is free but something tells me that others on this site will tell me differently. i asked that before and i got like 10 other people telling another program to install to help defender. so let see. i posted that question and you may see it now and let's see how comes on and differs from your thoughts. again thanks

I don't think you did try a Clean Install, or if you did, you didn't report the steps you took that failed.
Anyways When you install another AV product, it disables Defender, you cannot have more then one AV app on your computer at one time. That's not to say that you shouldn't have Malware removers like Malwarebytes Free version or ADWCleaner, which work together with Defender. As long as you don't have the Premium version which use Real Time Protection and costs money and will disable Defender.

spunk let just drop it ok. i told you i did and if you do not believe me then don't. every time i tried those steps my pc said it could not go any further. your not setting in front of this machine so do not tell me what i did.

i thank you for your help but i'm not computer stupid. i was just asking for other ideas as the ones i tried doing research was not working. after all the time i tried it finally did the restore in windows but only after i was in the bios and tuen off all the booting options except boot form a usb thumb drive.

then i saved that and it finished starting and went onto a reset. and after it di that for an hour it kept restarting like before but this time i had a blank desktop.

i have done resetting pc a few times before but this one gave me fits hense asking for other ideas. so don't tell me that you do not believe i did not do what all those steps said to do. been there done that. thanks agaon for your help

Here is the problem with what you are saying. If you follow the instructions for a Clean Install, you will have Deleted the HDD of ALL partitions. If the Install failed from this point, you cannot go back to the previous install you had because you Deleted the Partitions that included it. So, when you say, it can go no further, and now you have the original Windows 10 Enterprise OS you had previously plus your programs, then you didn't Delete the Partitions.
Anyways, just get a brand new HDD and do a Clean Install and be done with it.
