If you can,use another computer and Media Creation Tool to download win 10 and try using that to clean install on your machine.
If that doesn't work, then if you can flash your bios, then retry the installation.
Congratulations on the most intriguing post so far.

    bios flash needed I think

I have already done the media creation install but I don't know how to do the bios thing. I think that maybe the root of all this mess. I don't know where to find it. When I tried to find out all I got was a version number, 1 2 3, (with the spaces) but no other name. I tried Dell but they weren't any help.

    Here is the instructions for Flashing Bios directly from Dell. Very easy to find by the way;

    Hi,
Which bios settings don't stick ?

Shut down over night and see if the clock date stay good in bios.
Been reading this looking for some clue.

The best most definitive way to test the CMOS battery is to pull the power cord [for Notebooks also the main battery] to wait for a period of time, usually overnight but sometimes a couple of days. The CMOS battery doesn't get recharged so that leaves the CMOS battery to retain User settings. If there's a problem in that area when starting the computer should be the first screen prompting for Date and Time then would need to let it identify the drives and in turn let the OS see what is available.

Why do things get dirty, when you are not cleaning them? Do you wear clothes for years without cleaning? It is the same thing. I did not start doing a regular maintenance, because I was bored, but to avoid just this.

    Try going back to basics.
    Check Device Manager for flags.
Then Reliability History for flags and Tech Details.
    Settings>update&security>troubleshoot----go through all sections.
Type---dxdiag---in the search box then visit all pages and on the Display page, note down all the driver details and visit the maker's site only to download that version,or later if available. If possible, use Display Driver Uninstaller,[DDU],in Safe Mode to uninstall the present driver, then install the new one.

With your bios,if the pages move too quickly, then use the "Pause/Break" key to stop on any page, then the"Esc" key to move on.
Run ---sfc /scannow---three times, but be aware it uses data already on your computer and if there is corruption, then there isn't any fix.
Then run---dism /online /cleanup-image /restorehealth---which uses data fresh from Microsoft and should fix problems.
Then run ---sfc /scannow---again just to verify.

That was confusing Ztruker. What does a modem have to do with running an operating system? That just didn't make sense. Well, I guess some gaming apps use internet access. A lot of apps look for updates and such. Maybe that's why he needed a new modem. But a pc should run fine without internet connection.

I don't think any of the explanation makes sense. What is meant by "battery backup system was chewiing away" and also wonder what does a modem have to do with running the operating system? A modem would have nothing to do with this.
