You should never ever manually delete anything in WinSxS or you risk breaking the system. The only safe way to clean up WinSxS is with the tools MS provide.

In addition to which, Windows .inf files are not dated conventionally. Windows uses their artificial dates [21 June 2006 & 21 April 2009] to manipulate their relative priority against OEM driver packages so that OEM ones are always preferred.

@Try3 is correct, MS deliberately backdate their drivers.

And why was that date in particular chosen?

I have done all the DISM tricks; who has a floppy disk or a tape drive? Windows keeps eating up disk space without reason and it is aggravating. I went through an clean up my HD and within two days, I had lost 4gb without doing anything - no new restore points or anything, just missing space.

Maybe you could give Driver Store Explorer a try.
I agree with @eLPuSHeR: better to clean up the drivers in the DriverStore (using the tool he mentions, aka RAPR.exe -- see my Win10.Guru Admin Toolkit item on this nifty widget). You really don't want to mess around with WinSxS except using DISM commands.
