How can you fix this? Please clarify a couple of points:
a. You say you 'Cannot right click'. Do you mean:
- rt click isn't working at all (and the screenshot is just an illustration of what you want to do)
- rt clicking in general works, but not when you want a jump list
- rt clicking as you show shows the jump list but then left clicking on x does nothing?
If so, does left clicking anywhere on the jump list work? I.e. only close doesn't work?
- something else..
(I've just been dealing with a post where someone stated in post 1 they had reinstalled Windows. 14 posts on it turned out they didn't mean that. Clarity is important and saves time!).
b. As you were prompted by the forum kindly state your Windows build number. Thanks.

Again, if you click anything else in the jump list, does that respond, or is it ONLY x that doesn't?

It just delays answers and wastes my time and yours if you don't answer the questions, I'm afraid.

There is a fix and a possible solution in my previous post if you mean left clicking on a jump list item doesn't work.
Unfortunately that means you have to follow the fix.
Try using Shellexview (free) as in link in post #10
Can't open new File Explorer windows by right click on Windows 10 - Super User
- using Shellexview (free) to selectively disable and identify a problem (non-MS) shell extension fixes this
- an in-place upgrade repair (and thus an upgrade also) fixes this
