Blurry text on some programs/apps until hovered over

I am in need of some help, since a few months ago, I have been having a problem and it is affecting multiple programs like Sony Vegas and Minecraft Launcher.

Some of the text in some programs is getting blurred and when I hover over them, it temporarily fixes it, but goes back blurred after a little while. IDK how to fix it and it is annoying me so much.

Here is a couple instances where some of the text is blurred:





I have an Intel Pentium Processor/Graphics Card and I have Windows Version 1903

But that is for only one program that has it, I am seeing this problem on multiple programs/apps
And I only started seeing it happen on my Minecraft Launcher today. Before today, my MC launcher was fine, I never changed anything about it.

I wonder if you have solved the problem, since I am having the exact same problem, even the text distortion looks the same. I guess it has something to do with the high resolution external monitors that you connected. Tried the most of the "solutions" on the internet, but meh. If you've found a solution, please let me know.

Alright, I was not expecting it to be solvable, at least within an hour. But I did, somehow. Let me explain my problem first. I was experiencing the issue you have pointed only in two apps: Opera browser and Steam. What I did was simply disabling hardware acceleration setting apparent in their respective Settings panel. For Opera => "Settings > Use Hardware acceleration when available (disabled)", and for Steam => "Settings > Interface > Enable GPU accelerated rendering in web views (requires restart) (disabled)". I hope the solution I have explained applies to your case, too. It's irritating, really.
