Looking at Laptops: HP or Dell (HP Preferrably)
I am selling a tablet for $150 to $175 and I will be purchasing a Laptop computer with the money I get for the tablet. I love my HP Desktop PC, but I need something portable also for when I have to show my pictures for my photography when I am on the go. Plus, sometimes it could be simpler to just be able to edit photos on the go when I am not at home with my Desktop computer.
With this being said, can someone recommend a website to find good Laptop computers (HP or Dell - HP preferably) at a low price? I can spend $150 to $175 and I may be able to spend $200 but that's all.

A $200 laptop is junk.
I wouldn't buy anything under $1000.
I presume you can't afford that. But the truth is the truth. Cheap laptops are junk. Horrible junk.

I got 2 good Notebooks last year from TigerDirectB2B, one a Dell Latitude 12.5" at $159USD and the a Dell Latitude 13.3" at $149USD, both with free shipping at the time, The smaller has a 256GB SSD and the larger a 128GB SSD. Both have 8GB RAM and Windows 10 Pro. They are classified as Renewed/Refurbished and carry a 1--year warranty. I used the smaller during my 6-months chemo and the larger when watching the boob tube.
Should also note both do not have an ODD but in addition to Wireless/Wi-Fi do have Bluetooth, good for a mouse.
In general terms Refurbished are units that were leased to companies that after the expiration of the lease were turned back the leasing company who in turns makes them available to the public. Most times they appear to be new but may be classed as condition A or B [haven't see a C or lower yet]. Of course the smaller and lighter means now all connections are available on the smaller ones.

I called my local computer shop here in Pell City (Computer Works) to see what they have for sale and left them a message for them to call me back tomorrow. They are a highly reputable computer shop who stands behind their work. If they don't have what I want, then I will see about ordering the one from dell.com for $250.79 or one from eBay or Facebook Marketplace. eBay and Facebook Marketplace are okay, you just have to read the details and look at the computer thoroughly to make sure there is nothing wrong with the device.
I just need a Portable Workstation for when I am not available to get to my desktop.

$200 won't buy much. I recently set my spec as an i5 CPU, 8GB and a decent size SSD. I ended up buying a HP ProBook for about Ł650. You might want to consider a second hand laptop having a decent spec?

I'm very happy with my Ł200 2nd hand Thinkpad t440s, bought initially just to use when travelling as a smaller (and without its huge external battery - it has a small internal one too) rather lighter.
Win 10 Pro, 256Gb SSD, reasonable screen, decent keyboard (don't like the wobbly mouse pad) - I ended up using it regularly.
Perhaps being ex-business it's more robust.
Consider screen resolution and ideally SSD - avoid emmc. And look for USB3 support.

My local computer repair shop (Computer Works) called me back this morning. They have a used Sony Vaio coming in that they are going to sell for $321. But I have found better deals on eBay and Facebook Marketplace. Some were high end laptops for like $150. I will attach the link to the thread here in a minute. The $150 one was an HP. I can always upgrade the memory and drive on it to whatever it is upgradeable to.

I buy all my computers from Micro Center. If you have one close to you, you can get some good deals on refurbished laptops. They have a better selection at their stores than they do at their online site.
