I have found out nVidia driver 445.75 performs badly for my GTX 1070. On top of that you seem to be suffering issues with it. Use DDU and let Windows Update install nVidia driver for you.

I move the video card on second pci slot x16(PCIEX4) and seems to be going well.

If the card operates normally in the second slot, then check the original slot, using a magnifying glass and torch, for any bad contacts. Then put the card back into the original slot making sure it locks correctly and see if it still works.Quite often you will get a faulty contact, there are many on the card and it only takes one to foul it up.Less likely, corrosion can exist and can be cleaned using methylated spirits,or denatured alcohol as it is called on the wrong side of the equator.

    From the ab350m-ds3h-v2 Manual
There is only one PCIEX16. The other is PCIEX4

    Edit: from the manual
    - The PCIEX16 slot conforms to PCI Express 3.0 standard
    - The PCIEX4 and PCI Express x1 slots conform to PCI Express 2.0 standard
