How to display Chinese characters in an English version of Windows PE.

    Just out of curiosity...

    I am running an English version of Windows 10 without a Chinese language pack. When I run "\sources\setup.exe" after mounting the following ISO, Chinese is displayed.

    Win10_1903_V1_Chinese(Traditional)_x64.iso

    If I am running an English version of Windows 10 PE and run the same "setup.exe", English will be displayed. Do you know why?

    [Fallback Languages]
    zh-tw = en-us
    Does it mean that en-us will be used if zh-tw cannot be used, as in an English version of Windows PE?
