    Safe mode is a diagnostic mode of a Windows operating system. You should perform clean boot state to find out if any one of the startup services or programs causing the problem.

    Is it some sort on Windows 10 Screen/Workspace layout divider? Perhaps a 3rd party application - it doesn't look like the native Windows 10 version?

    Assuming that's Chrome you're showing, does this only occur when using Chrome?

    Do you have some extension similar to this?

    It looks as if you may be viewing multiple open tabs in your browser, but there's only 1 tab visible..

    Nothing. So I suspect it's a Google Chrome thing.

    Sorry, can't test/try it for Google Chrome because I refuse to have that on any of my computers.

    You confused the issue for everyone by linking to an image on Google drive rather than inserting the image into your post.

    You give no context. Does it appear on start up when no applications have been opened? Or what? Don't make people that want to help beg for basic information!

    It's not a Windows feature, it's an OEM custom feature. Looks like it's the Display Splitter function in Dell PremierColor, though other OEMs have similar utilities (eg MSI's True Color).
