    Sounds like a Fast Startup problem, Follow Caledon Ken's suggestion in post #9 and turn it off.

    Sorry, I think graywoulf said it does not happen when he powers on machine, only on restart. If he disables Fast Startup the problem should migrate to power on as well.

    Really I was just trying to clarify when we get a clean copy on Windows in the Win 10 world with the adoption of Fast Startup.

    Would still be interested in BIOS level.

    Boot order

    and System diagnostics.

    graywoulf is your HDD easily accessible through a hatch in bottom of machine. Might be worth reseating it. Some of the new laptops require an unrealistic tear down to access serviceable items such as storage.

    @Caledon Ken,

    Is there any way to access the bios without doing so during a bootup?

    I tried to access the fast startup menu following the instructions given. I do not see the same screen(s) shown in the instructions which means I do not see the fast start options at the bottom of the "Define Power Buttons" screen. I see only the sleep and lock check boxes and nothing after those.

    Sorry I wasn't suggesting you shut off Fast Startup. I was clarifying how Windows start and what is a "Cold" start.

    Maybe your Fast Startup is already off. Did you disable Hibernation? If you did, through the command

    powercfg -h off

    then Fast Startup is already disabled.


    Re BIOS - On your Dell F2 should enter BIOS. There is another way, it may appear as an option in the Advance Startup Options.

    Did Dell diagnostics pass. Think you said you had disk program evaluating disk.

    First thing, yes I do have fast start turned off. I never could find anything in the settings labeled "Hibernation" so I assume that it is off as well.

    The error scan is still running after two and a half hours. It is three quarters of the way through the scan and everything is green so far.

    I will check the bios bootup settings when I can. I have never changed anything other than the bootup screens since I bought this laptop but I don't remember the actual sequence for sure. I think it is set to look at the CD drive first and the hard drive second if my memory serves me well.

    Interesting info.

    With Windows Fast Startup off I would then think a power on boot and a restart boot would be the same.

    Anyone following this thread, is something else different between power on boot and restart boot with Fast Startup disabled.

    Lets see what scan and diagnostics say.

    Is your HDD accessible through bottom on device?

    Sea Tools for Windows long generic testing can be ran overnight.

    Please post V2 so that the computer log files can be scanned for problems. (see link in post #4)

    First, My hard drive is not easily accessible from the bottom. It is under the keyboard.

    Second, The last test finally finished. After it was done, I shut my laptop down and started it back up. I tried pressing the F12 key as directed to access the bootup options. Doing that did nothing. My laptop just booted up normally anyway which means that I don't have the bootup sequence for you. I think that it is set to look at the CD Rom first, a USB device second and then the HD. At least that is what I think I remember.

    Third, here are the requested test results.
