why when i download a file it opens with notepad
When I download a file like a mod for a game it downloads as a .rar and a notepad and then opens in note pad? I am on a windows 10 laptop.

Can you clarify that? What do you mena by "as a .rar and a notepad"?
A .rar file is a compressed archive. Binary. If you open it in Notepad, it won't be very useful there.

when I download the mod for the game it use to come up as a file but now for some reason, it is downloading as a notepad

What is the filename extension ? What is the default program for opening files with that extension ?
(You may need to reveal/turn on file extensions to view the full filename)

It sounds like the file default for .rar files has been set to open with Notepad, right click on the file, choose open with & select windows zip or your default zipping software & tick always use this program to open this type of file.
If this is already set correctly then the person who created the file has made a mistake.
