Laptop blue screened, then restarted and now it wont log in

While i was on my laptop, a blue screen poped up and restarted my laptop before i could do anything. Now when i start it it goes to the log in page and shows a gray background instead of my wallpaper, wont log in (stuck on welcome), wont go into safe mode (crashes when i press shift and restart), and if i magically manage to go into the menu for safe mode it shows me an error with the code 80070013. After a few tries i managed to log in, after waiting for 5 mins, but it just showed an empty desktop. My live wallpaper program automatically started, and worked for some reason, but i couldnt do anything. Task manager wouldnt start, file explorer stuck on loading when opening the windows folder (can access it from the live wallpaper program), windows key did nothing, right clicking nothing etc. I have no idea what to do

Please perform the following steps:

1) Find 3 flash drives that you can format (> or = 8 GB)

2) Make tools that can be used to recover important files, test the drives, and troubleshoot

3) On a working computer create:

a) a new bootable windows 10 iso 1909:

b) bootable Ubuntu flash drive:

c) Kyhi boot rescue flash drive:

4) Indicate whether you want to:
a) continue troubleshooting
b) perform a reset save files equivalent (reinstall drivers and applications)
c) perform a clean install (reinstall drivers and applications, restore backed up files)

Specs are:
I7 8750h
Gtx 1050ti
16gb ram
Windows loaded on ssd

Unfortunately i dont have any other computer available to use at the moment

Update: after trying everything i can think of and everything i found online the only option is to reinstall windows as zbook said.

A reset save files may be able to be performed without the above flash drives:

With a bootable windows 10 iso you can perform a custom install or a clean install:

Unfortunately nothing can be performed on my laptop and the few things i can do throw an error, so resetting the save files isn't an option (cant even go into the menu for it).
If i do a custom install of windows will my files be saved? I dont have anything important but there are a lot of programs installed on my ssd and i would like to avoid spending a full day (possibly more) on downloading.

Include PSU. cooler, case, peripherals and anything attached to the computer by wired or wireless (mouse, keyboard, headset, printer, xbox, USB wireless network card, etc.)


In order to perform a custom install you will need a Windows 10 iso.

A successful custom install will create a Windows.old folder.
The Users folders within the Windows.old can then be restored by copy and paste.

See if you can find a friend, neighbor, relative or local computer store to create the flash drive tools.

Okay thank you. I have the iso file on my phone and I'm going to my friends apartment tomorrow to do the installations

With the Windows.old you will have performed a reset save files equivalent.
(drivers and applications need to be reinstalled after restoring Windows.old.)
