    Unknown error in most applications

I think that I messed something up in the options accessed from Settings>Update & Security>Recovery>Advanced Startup>Troubleshoot, because I changed something, I don't remember what but now I get an error 9999(Unexpected user error) in Audacity whenever I start it, I can't generate or load any Minecraft (Java Edition) worlds, and websites take an eternity to load.

    I have Windows build 18362.

Welcome to Ten Forums PopsicleEXE! If you have unknowingly made system changes, you can undo the change using System Restore. Check it out.

In the cmd box, type in sfc /scannow and run it three times.
    After that,type in dism /online /cleanup-image /restorehealth
This should replace any corrupted files.
Also check Reliability History for any red flags and if there are any,see the info in View tech details.
