I'll also point out that it was stated that this was a "Clean Install" and the Recovery Partition is now created last rather them first... Looks like somebody smartened up in regards to future OS updates

Yes it was a "clean install" and the partition sequence did get smarter for future upgrades!!

I just performed an in-place upgrade using the latest Windows 10 ISO, 18363.418.
I then checked for updates and Windows 10 was updated to the latest 18363.720

It's official... someone at Microsoft is messing around with the Disk Management, based on the following screenshots.

Wanted to say thank you to Hyhi
Just re-imaged a bunch of machines with 2019 LTSC and 3 of them had an issue where something created a 128 MB MSR partition at the beginning of the drive, instead of the 16 MB partition at partition 3, also the recovery partition was not labelled, all of the partitions where out of order and I cannot reproduce it in the lab. Rearranged all the partitions and everything was working fine, except the reserved partition was not being displayed in disk management, thank you so much for this odd issue resolution!
This STILL could be caused by a security update as the machines where installed, all apps, updates, sysprep etc. before imaging them
Also MS has released yet another patch for the patch Tuesday debacle last week, KB5001638 for 2019 LTSC and KB5001649 for 20H2
I really think this was from running sysprep as that is the only thing in common with these 3 machines
All of the Acronis Images restored perfectly
    Thanks again
