Drag n Drop in Win 10

Can you drag & drop files from one Explorer window to another? This is by right clicking the file and moving it holding the mouse down, then release in the target location.
It's always worked for me in XP but Win 10 does not. It will however, r-click copy and then r-click paste okay.
If it should work where might I start looking for the problem?
    Many Thanks.
    My WIn10 version is 10.0.18362

    1) Open administrative command prompt and type or copy and paste:
    2) sfc /scannow
    3) dism /online /cleanup-image /scanhealth
    4) dism /online /cleanup-image /restorehealth
    5) sfc /scannow
    6) chkdsk /scan

    7) When these have completed > right click on the top bar or title bar of the administrative command prompt box > left click on edit then select all > right click on the top bar again > left click on edit then copy > paste into the thread

    8) Attempt the drag and drop after the above steps

    9) If there are problems then attempt drag and drop in safe mode:
Boot into Safe Mode on Windows 10

    10) If drag and drop works in safe mode then use clean boot:
Perform a Clean Boot in Windows 10 to Troubleshoot Software Conflicts

Yes, it should: you should see this happen if you rt click and drag e.g. a file:
Drag n Drop in Win 10-1.pngDrag n Drop in Win 10-2.png

The first is with the rt button pressed; the second after releasing it.
    What do you see?

History: did this work, then stop working- or have you had Win 10 for some time and only just noticed a problem?

I'm sure it did work, but only noticed the problem recently.
But there's an update - I was starting the instructions from zbook (only got to #1) when Windows told me it had to reboot/update.
After this - Drag n Drop is working again.
    Sorry for the false alarm.

    Thank you for the responses.

Curiouser and curiouser, as Alice said. But she never had to deal with the rabbit-hole of Windows.. another self-repairing case- you're lucky!
