Taskbar time does not update? and other things disappearing

I managed a screenshot, had to use windows key +s + shift to snap a picture showing how often overnight the time and date just quits updating the main screen, but click on time and it shows the correct time. Snip and sketch could not function as the PC was too slow when this happens.

When it does that all the quick bar icons disappear too. And the PC runs really slow when that is happening. Like it is talking 20 times longer to do anything related to file management. Internet web browser speed is not affected. I have 16gb memory and several TB sized drives and a 6 core AMD CPU on this particular PC.

I notice this problem often in the AM, eventually with use during the day, the problem goes away. Win 10 is up to date
    How can I fix this?

I don't know the answer but it might be display driver corruption [for which there is no diagnostic method]. All you can reasonably do is eliminate the possibility.

Go to the computer maker, get the latest display driver and re-install it even if it is the same version as the one you have now.

While you're there, check for any bios update.

Check Reliability History for entries relevant to the problem.
Then run---sfc /scannow--- three times, then run ---dism /online /cleanup-image /restorehealth---,which should restore any damaged files.
