    Brad,

It struck me that this thread was similar.
Many settings lost after Shut Down or Restart

You might like to watch that thread unfold. A complete reinstallation seems drastic but the user who suggested that is highly competent so it might well be the best thing to do.

You might like to try a slightly less drastic step to see if it helps - Repair install [aka In-Place upgrade]

You might also like to try creating a new user account to see if it suffers from the problem - if it does not then you can conclude that your normal user account is corrupt.

I thought of an absolutely dandy solution. Purge Windows 1/0 and go back to Windows 7. That way I don 't have to spend any money and I know that Windows 7 works and when I was using it, it never inflicted this kind of nonsense on me.

Before taking that step, perhaps you 'd like a final demonstration that the fault lies with Windows 10.

Boot up using any boot disk that you happen to have and see how the keyboard behaves.
    - Windows 10 installation disk
    - Kyhi's boot disk [Windows 10 Recovery Tools - Bootable Rescue Disk]
    - Ubuntu boot disk

Well, this has been an absolute blast!

I tried the refresh windows 10 thingy, lost all my programs and the problem is still there.
Did a clean install and the problem is still there.
Installed Windows 7 and the problem is still there and I can't get onto the net so have to use a laptop and the screen resolution is butt ugly because it's probably not using the graphics card.

On the bright side I'm the proud owner of a packet of cigarettes!

Now I'm going to buy a new keyboard, bring it home and work out a way of getting rid of Windows 7 or Windows 10 then reinstall / download all the programs that vanished or maybe install Ubuntu and forget about microsoft completely.

    It's a bit of a nightmare.

I can hear a sad, whiny noise. Maybe it's the world's smallest violin playing a sad minor key piece on my behalf.

    No...it's just a mosquito!

    Brad,

    See KB4535996 CU Win 10 v1903 build 18362.693 and v1909 build 18363.693
    and its MS original https://support.microsoft.com/en-us/help/4535996

You have to read both the v1909 & v1903 bits to see all the identified issues that the update addresses. One of them is
Addresses an issue that adds an unwanted keyboard layout as the default after an upgrade or migration even if you have already removed it.

It turns out that the keyboard was the problem all along.

I bought a new keyboard. It's great. This whole nightmare could have been avoided if I'd just bought the new keyboard in the first place.

Now I hav e Ubuntu and I HATE IT!

So I'll be reinstalling Windows 10 when I can work out how to organize partitions on the hard drive.

Right now I need a screaming emoji to express how I feel.

The installation guides you through removing all partitions so that Windows can create the ones it wants. If you want to partition off part of the disk for use as a data drive then you can do that afterwards using Disk management or MiniTool Partition Wizard [or a similar utility from elsehwere].
