I don't see the Custom Install window you show. I think I get some version of it but not that exact option. I posted all the windows I see earlier.
I don't see any mention of partitions. However, I don't sit at my computer during the entire install. It finishes on it's own without any input from me.

Are you sure you are really booting your PC from the Win 10 install disk? For example, there should be no possibility of you logging on - no logon prompt at all.
Did you create your installation medium using the MS media creation tool?
Yes I used the creation tool.
The process is competently automated. I'm not on the the PC at the time if that's what you mean.
I'm completely locked out.
I don't see Cortana at the end.

16 When installing Windows 10 has finished, you will now be greeted by Cortana (if supported) to assist in setting up Windows 10. (see screenshots below)

Maybe i would create another install media on another pc it may be his malware has attached itself to that install, Marc was that media created on the the same PC you are having issues logging into your own account on? if so if you have another pc or someone who does maybe make a new one and try with that.

I'm convinced you are somehow managing to do an in-place upgrade repair install- which keeps your accounts, progs and data. And even then there are a couple of prompts.
If you have a spare disk you can put in your PC- a blank one- try a clean install onto that, not your existing system disk.

I am also baffled about what is happening.
From what you have already posted, I cannot see any dialogs in the tutorial that match what you see.
Perhaps you could look again at Clean Install Windows 10 - TenForumsTutorials and confirm if / which steps match what you see.
If any do match then please tell us the last step at which you and the tutorial match and then what you see next i.e. the first mis-matched step.
[Note that tutorial step 16 is bypassed these days - it's explained in the para underneath that. So that particular issue is not significant, the mis-match is starting much, much earlier.]

The closest thing I can find to your progress reports is a Repair install procedure but that is something done by booting into Windows normally and then running the setup.exe on the USB.
Taken from MS guide https://support.microsoft.com/en-gb/...s-10-reinstall under the heading Use the installation media to reinstall Windows 10 [but before the heading Clean install of Windows 10 using installation media.
The illustrated equivalent procedure in Repair Install Windows 10 with an In-place Upgrade - TenForumsTutorials might help to confirm that this is what is happening.
But you have booted from the USB so you should not be seeing those dialogs.

I'm on a different computer to post this.
I don't think I was booting from the USB. I simply launched the .exe file that is on the USB drive.
My computer has been idle for 2.5 hours after running the .exe and there has been very little disk light activity.
I don't have I very good feeling about this.
I have to manually reboot it. It's asking to connect to the internet.

If you did not boot from the USB then was you did was called a "Repair install", a powerful repair procedure that just happens not to be suitable for these circumstances.
Ignore its calls to be connected. Just disconnect, plug in the USB & restart the computer into the USB.
I think that choosing to boot from a USB is described in the tutorial but if your bios is already set up to permit it then
- When you restart you will see the Dell logo onscreen. While you can see that press the F12 key and choose to boot from the USB
- If the Dell logo disappears and the Windows logo appears then you have left it too late and will have to restart again in order to to try again.

Does it take a long time?
Can I safely back out of the installation?
