The warning can also be generated by its location on the computer.
- I can take a perfectly innocuous file that generates no warnings when it is moved about anywhere else but if I move it to my IE Favourites folder the warning will appear if I move it on from there.

It happens when a new folder is created on the desktop. So nothing from the internet or cloud.
And no option to unblock because it is already unblocked.
And definitely not on One Drive … which is disabled.
And only happens when the folder is drag/dropped to the recycle bin.
If the folder is right clicked and delete selected, it goes straight to the recycle bin without any warning!
Might be quicker to just reinstall Windows 10.
