Windows 10, v 1903 Start Menu problems
Right Click on Start, options not all working now. Disk Mgmt, Computer Mgmt, both command prompts, and file explorer, nothing happens when selected. Left Click on start, command prompt does work.

Do you have a relevant System Restore point you can use?
Do you have a disk image you can restore? (routine disk imaging is constantly urged by members here e.g. Macrium Reflect - free or paid).
Diagnostic test: if you create a new user for test purposes, do you see the same problem? (If not, an in-place upgrade repair install would not be appropriate).
left click should launch the start menu. How are you expecting to launch a command prompt?. Left Click on start, command prompt does work.

problem solved thanks
using the shell extension utility, went through the process of disabling the non microsoft processes, found that Express Zip was the problem. Took a while, but worth it. Thanks very much for the information.
