Agreed on both - utilities that run in Windows to access the BIOS are definitely not the best methods
Turn power off, unplug from wall outlet, and remove battery. All modern power supplies will still be supplying some power when just turned off and not unplugged.
If the OP posts the make and model of the computer we are talking about we can probably figure out how to get into the BIOS and/or change boot order.
Also, in the Windows 10 troubleshooting reboot section there is an option on some computers to actually make it reboot into bios setup.
Have a look at this, https://www.tenforums.com/tutorials/5...dows-10-a.html This should get you into your BIOS settings menu on the next reboot without having to turn off Windows Fast Startup. Once your in then you can change the boot order.
